net: txgbe: initialize PHY interface to 0
DECLARE_PHY_INTERFACE_MASK() does not guarantee zeroed contents. Add a
new macro DECLARE_PHY_INTERFACE_MASK_ZERO(), make the stack variable to
be zeroed before setting supported interfaces.
