bpf: Fix BPF_PROG_ASSOC_STRUCT_OPS last field check
When struct prog_assoc_struct_ops was added,
BPF_PROG_ASSOC_STRUCT_OPS_LAST_FIELD referenced prog_fd instead of the
actual last field, flags.
